Skills development (20 points) was identified as one of the three priority elements (others are ownership and enterprise supplier development)

Target spend is proposed to be increased to 6%, from 3%, and an additional 2 points could be awarded for 'absorption of learners', i.e. offering permanent employment to learners at the completion of their learnership program.

Skills development: 40% threshold requirement to avoid the rating being dropped by 2 levels.


Good news for small businesses:
EMEs (Exempt micro enterprises – businesses that are exempt from calculating a B-BBEE scorecard): The threshold has increased from up to R5 million annual turnover to a maximum of R10 million. EMEs are automatically given a level 4, but 100% black owned EMEs are level 1 and 50% black owned EMEs are level 2.
